US Congress

S.331 HALT Fentanyl Act

Introduced by Sen. Bill Cassidy (R-LA), this bill classifies all fentanyl-related substances as Schedule I drugs under the Controlled Substances Act, making their manufacture, distribution, and possession subject to the same criminal penalties as fentanyl analogues. It establishes mandatory minimum sentencing based on weight thresholds and creates a streamlined registration process for researchers studying Schedule I substances. The law also updates rules to allow multi-site research under a single registration, waive inspections in certain cases, and permit limited manufacturing without a separate license. It affirms Congress’s agreement with the legal interpretation from U.S. v. McCray that supports treating certain substances as fentanyl analogues despite statutory exclusions.

H.R.2215 Salem Maritime National Historical Park Redesignation and Boundary Study Act

Introduced by Rep. Seth Moulton (D-MA), this law redesignates the Salem Maritime National Historic Site in Massachusetts as the Salem Maritime National Historical Park. It also directs the Department of the Interior to conduct a boundary study evaluating the feasibility of expanding the park to include additional historically significant sites. The study will assess maritime history, coastal defenses, and military-related resources in the surrounding area for potential inclusion in the National Park System.

H.R.618 Apex Area Technical Corrections Act

Introduced by Rep. Steven Horsford (D-NV), this bill transfers certain rights-of-way related to the Apex Project from the Department of the Interior to the city of North Las Vegas and the Apex Industrial Park Owners Association. It modifies the 1989 Apex Project, Nevada Land Transfer and Authorization Act, to grant utility and transportation rights-of-way for the connection of infrastructure like electricity, water, gas, and roads to the Kerr-McGee site and surrounding areas. It also supports the development of heavy-use industrial zones in the Apex Site, subject to federal land laws, with land withdrawals to continue indefinitely.
