EO 14351: The Gold Card
“The Gold Card” or Trump card was signed on September 19, 2025, and published on September 24, 2025. The order establishes a new visa program that provides an expedited path to immigrant visas for certain foreign nationals who make significant financial gifts to the U.S. government through the Department of Commerce. To qualify, an individual must donate at least $1 million on their own behalf, or $2 million if the contribution is made by a corporation or entity on their behalf. The order directs federal agencies to implement the program within 90 days, subject to consistency with existing law, public safety, and national security requirements. While the Gold Card aims to attract substantial foreign capital, it does not guarantee permanent residency in all cases, as eligibility remains contingent on statutory authorities, security vetting, and regulatory frameworks. Critics have compared it to a “green card for sale,” noting that while it could stimulate investment, it raises legal, policy, and ethical concerns. EO 14349: Establishing an Emergency Board To Investigate Disputes Between the Long Island Rail Road Company and Certain of Its Employees Represented by Certain Labor Organizations
Creates an emergency board under the Railway Labor Act to investigate and resolve disputes between the Long Island Rail Road Company and specified labor organizations representing its employees. Directs the board to gather evidence, conduct hearings, and issue findings to prevent disruption of vital commuter services. Reinforces the administration’s commitment to fair labor relations, critical infrastructure reliability, and the protection of the public interest in the face of potential transportation shutdowns.
