Why are no new laws being passed by congress?
Congress is not passing new laws because it is currently in recess, meaning lawmakers are away from Washington and no formal legislative business can occur. At the same time, the federal government has been in a shutdown since October 1, 2025, after Congress failed to agree on a funding bill for the new fiscal year. This shutdown has furloughed many legislative and executive staff who support the lawmaking process, further slowing operations.
From the Republican POV, the spending bill collapsed because Democrats insisted on restoring or expanding federal health benefits for noncitizens, a move Republicans framed as prioritizing immigrants over American taxpayers. Conservatives argued that Democratic proposals would roll back limits on Medicaid eligibility for undocumented or recently arrived immigrants that had been set in earlier legislation, effectively using the funding bill to advance immigration-related social spending. These provisions represented a “red line” for some conservatives leading them to reject the package and accept a shutdown rather than compromise on what they viewed as an irresponsible expansion of federal benefits.
From the Democratic perspective, the shutdown occurred because Republicans refused to pass a clean funding bill and instead attached ideologically driven policy riders that Democrats viewed as extreme and unrelated to keeping the government open. Democratic leaders argued that conservatives — particularly the House Freedom Caucus — insisted on deep spending cuts to social programs, limits on healthcare access, and provisions restricting immigrant services and reproductive health funding, knowing these demands would be nonstarters in the Senate.

No new Supreme Court opinions have been published since June 30, 2025, because that date marked the end of the Court’s annual term. The justices typically release all their major case decisions by late June and then enter a summer recess, during which they do not issue new opinions except for rare emergency orders. The next batch of decisions will come after the Court reconvenes in October for its new term, hears arguments, and begins deciding those cases later in the fall and winter.
